TR CU 031/2012 On safety of agricultural and forestry tractors and trailers

Technical Regulations of the Customs Union 031/2012 consists of safety requirements for agricultural and forestry tractors and their trailers. The purpose of its creation was to protect consumers from low-quality equipment and to ensure the free movement of products within the EAEU member countries.

WHAT DOES TR CU 031/2012 COVER?

The technical regulation covers the following means put into circulation on the territory of the Customs Union:

  • New and imported wheeled and tracked agricultural and forestry tractors, and trailers with a maximum design speed of at least 6 km/h
  • New and imported components of tractors and trailers affecting their safety

THE TECHNICAL REGULATION DOES NOT COVER TRACTORS AND TRAILERS:

  • Issued into circulation prior to the commencement of TR CU 031/2012
  • Single copies made as a personal order or a creative project
  • Used or repaired means

CATEGORIZATION

All vehicles fall into three categories:

  • T – wheeled tractors
  • C – crawler tractors
  • R –  trailers

Depending on certain indicators and characteristics, each of them is divided into subcategories:

Category T differs in a range consisting of five subcategories of wheeled tractors with a maximum design speed from no more than 40 km/h to over 40 km/h, differing in weight, dimensions, track size, ground clearance, chassis height and other parameters.

Category C is also divided into five subcategories, defined by analogy with wheeled tractors.

Category R consists of four subcategories of trailers with a permissible mass range from 1,500 kg to 21,000 kg.

Machinery is also divided into types made by one manufacturer, which are determined by a set of similar design parameters indicated in the technical descriptions of specific products.

Tractor and trailer components include speedometers, speed limiters, windows, seats, headlights, tires, mirrors, and more.

CONFIRMATION FEATURES

Compliance with the safety requirements of the machinery covered by the technical regulations is confirmed by a mandatory certificate, which is drawn up on the basis of documents provided by the manufacturer or supplier:

  • Detailed description of equipment and manual for its operation
  • Technical and construction documentation (drawings, schemes)
  • Contractual and accompanying documentation
  • Evidence base with recorded test results

Certification is carried out by organizations with appropriate accreditation according to one of the standard schemes 1c, 3c or 4c. The serial production certificate remains valid for up to 5 years. Machinery manufactured in units and batches is unlimited.

SAFETY REQUIREMENTS

Tractors, their trailers and components circulated within the EAEU must have a safe design and comply with the requirements of the technical regulation, as well as the UNECE standards and Regulations, which coordinate the control methods used in the conformity assessment process.
