! The technical regulation TR CU 010/2011 “On safety of machinery and equipment” was prepared and adopted to unify the mandatory requirements and technical regulation for all life cycle processes (from design and manufacture to disposal) of machines or equipment put into circulation on the CU member states EAEU territory.

ADVANTAGES HAVING AN EAC СERTIFICATE

  1. Owners of the TR CU 010/2011 Certificate get the opportunity to freely supply, move and sell machinery and equipment on the territory of the CU Eurasian member states.
  2. Conformity is carried in the form of EAC certification and declaration. In the first case, the validity of the document can last from 1 to 5 years (for a batch it is issued with no time limit). The declaration is registered for a similar period: from 1 to 5 years.
  3. The technical regulation of the Customs Union TR CU 010/2011 “On safety of machinery and equipment” covers by its action not only machines and equipment indicated in the list of declarations, but also those that are operated at HIFs.

EAC СERTIFICATE TR CU 010/2011

The EAC certification procedure begins by identifying equipment, defining the schema of certification, and collecting necessary documentation. The scheme is chosen depending on the type of procurement (series or batch) and approved by the certification center. Three relevant certification schemes for compliance with the requirements and technical regulation of TR CU 010/2011:

  • 1C (series) – implies the selection of samples for laboratory testing, assessment of the manufacturer’s site production and further inspection control of certified equipment until the end of the conformity document validity.
  • 3C (batch) – sampling for testing by an accredited laboratory.
  • 9C (batch) – is limited by the assessment of documents submitted to the certification body.

EAC DECLARATION TR CU 010/2011

The registration process of the TR CU 010/2011 declaration is similar to the registration of the EAC Certificate. The EAC declaration can be issued on the basis of the applicant’s evidential base if this is provided by the chosen scheme (1D and 2D) and in the accredited centers by other schemes (3D, 4D, 5D and 6D):

  • recorded results of laboratory and bench tests;
  • documents certifying the quality of main components and assemblies;
  • documents certifying equipment compliance to safety requirements.

DIFFERENCES OF TR CU 004/2011, TR CU 020/2011 and TR CU 010/2011 EAC СERTIFICATES

For certain groups of products included in the unified list of TR CU, confirmation of compliance in the form of certification is mandatory. This fully applies to agricultural, low-voltage equipment and equipment operating under excessive pressure, as well as to devices whose continuing operation depends on the influence of external electromagnetic interference.

The above mentioned groups of products are covered by the TR CU 010/2011, TR CU 004/2011 and TR CU 020/2011. The difference between the EAC Certificates is in scope:

  1. A permitting certification document TR CU 010/2011 is registered for such types of products as:
  • explosion-proof equipment, as well as those powered by drives (pneumatic, hydro) and voltage over 1000 V;
  • hoisting and road-building machines;
  • bicycles, cutters, milling tools, grinding wheels, screwdrivers;
  • tools (hand, battery or electric).
  1. Registration of the TR CU 020 EAC Сertificate is mandatory for:
  • explosion-proof equipment operating voltages exceeding 1000 V;
  • weight-lifting and road construction transport;
  • tools (hand, battery or electric);
  • ACC (Automation and control cabinets), low-voltage switchboards.
  1. Mandatory registration of TR CU 004/2011 EAC Сertificate is required for:
  • spare parts and components;
  • tools (hand, electric or battery);
  • ACC (Automation and control cabinets) and low-voltage complete devices cabinets (LVD).
